China will implement RVSM in the Beijing, Guangzhou, Kunming, Lanzhou, Shanghai, Shenyang, Urumqi, Wuhan FIRs and AR01 (airspace over the island) of the Sanya FIR on 1600UTC on 21 November 2007. The oceanic airspace of the Sanya FIR (AR02 and AR03) has implemented RVSM along with the South China Sea region.
This AIC serves as notice of intent to implement RVSM in the Beijing, Guangzhou, Kunming, Lanzhou, Shanghai, Shenyang, Urumqi and Wuhan FIRs and Sector 01 (airspace over the island) of the Sanya FIR on 1600UTC on 21 November 2007. The oceanic airspace of the Sanya FIR (Sectors 02 and 03) has implemented RVSM along with the South China Sea region.
Reduced Vertical Separation Minimum (RVSM) is the vertical separation of 300m (1,000 ft) applied from 8 900 m (FL 291) to 12 500m(FL 411) inclusive. China will implement RVSM in Metric level system. The Flight Level Allocation Scheme (FLAS) is attached in APPENDIX. The airspace from 8 900(FL 291) m to 12 500m (FL 411) will be defined as the RVSM airspace.
By 21 November 2007, operators should receive RVSM airworthiness and operational approvals from the State of Registry or the State of Operator. Operator/aircraft approval will enable air traffic service providers to plan for orderly RVSM implementation. Starting 1600UTC on 21 November 2007, only RVSM approved aircraft will be cleared to operate in the RVSM airspace.
Aircraft that are not RVSM compliant (e.g., ferry and maintenance flights) will only be cleared to operate in the RVSM stratum after a prior coordination with Operations Management Center of ATMB of CAAC. A 600m (2,000 ft) vertical separation will be applied to such aircraft. Operations Management Center of ATMB of CAAC contacts will be published in AIP Supplement.
RVSM will be implemented in accordance with ICAO regional agreements. ICAO recommends that State authorities and operators use FAA Interim Guidance 91-RVSM (as amended), Joint Airworthiness Authorities Temporary Guidance Leaflet 6 or equivalent State documents as the basis for approving aircraft and operator programs for RVSM. Current information and RVSM approval documents, including revisions, can be found on the web site maintained by the CAAC.
Operator who has been certified and approved the "Operations Specifications for a Foreign Air Transportation Carrier" shall apply to and be issued the RVSM supplimentary Operations Specifications by the jurisdictional Regional Administration designated by the CAAC before it can conduct air transportation operation within China RVSM airspace.
The CAAC "OPERATIONS CERTIFICATION: FOREIGN AIR TRANSPORTATION CARRIERS(CCAR129)" website (http://www.castc.org.cn/ccar129/) contains guidance on aircraft/operator approval. Operators must begin coordination with CAAC as soon as possible to ensure that they are approved to begin RVSM operations on 1600UTC on 21 November 2007.
